11th December, 1930.

With further reference to your letter of

the 3rd September, I am directed by the High

Commissioner to state that he has received from the

Secretary of the Western Samoan Administration,

copies of the Conditions of Employment which were

printed for presentation to Labourers recruited for

the "Anoey" Transport, which sailed from Hong Kong

about April last. A print is enclosed.

The High Commissioner understands that

the conditions outline the principal provisions of

the Ordinance concerning labourers, but that there

is no written contract. The Ordinance differs from

present actual practice, and it is proposed to

amend it when convenient. In the meantime no

practical difficulties are being experienced.
